Operating since 1960, Dubai Land Department is responsible for the legal aspects of the sale and purchase of land in the Emirate. Growing along with the pace of progress in Dubai, it has registered more than 50,000 plots. Its services include transfer of ownership, mortgage registration, issuing replacement title deeds and publishing maps.
CEO Sultan Butti Mejren says that the vision of Sheikh Mohammed has created a different market, which is changing all the time. “These large projects are making a new Dubai,” he says. “You would not have seen these projects even five years ago.” |

It is illegal not to register a property transaction with the Dubai Land Department, and a new law allows it to also register apartments. “When someone registers with the Land Department, they will know everything about the land,” Mr. Mejren stresses. “We give clear answers.”
Dubai Land Department prides itself on its customer focus and speed, benchmarking itself against 16 other land registries worldwide. It has visited Germany, Singapore, Australia and Japan for best practice, and continues to implement many new services. On average it can complete an entire registration in 30 minutes, which according to Mr. Mejren makes it the fastest service available worldwide.
To better serve its customers, Dubai Land Department is opening a new branch opposite Media City and also has a new mobile service where it visits customers in their homes and offices. Dubai is also the only place in the Middle East where customers can view their land transaction online.
Mr. Mejren stresses that Dubai is different. “All the government departments are here to serve people, and we make everything clear and easy.” Today Dubai Land Department is at the forefront of the Emirate’s booming property market. Mr. Mejren puts this down to a high quality service. “All the government departments are here to serve people and we try our best to make everything clear and easy.” He emphasized that “if you want to see a new world, come to Dubai.”
